Learn what steps are involved in changing automotive film laws, how to identify the political traps and hear about actual successes and failures of others. Learn how to use the association’s resources and materials to help your cause and see how you can get involved in any activities affecting changes in your state.

Lynwood Butner, president of Butner Consulting, a government relations and legislative consulting firm. Butner retired from Virginia government after 36 years of service. This included 30 years with the Virginia Department of Transportation (VDOT) during which time he was state traffic engineer and responsible for traffic operations within the Commonwealth, as well as being VDOT’s legislative liaison during General Assembly sessions for 20 years. Also during his tenure in Virginia government, Butner served as deputy commissioner for the Department of Motor Vehicles (DMV) at which time he continued his relationship with the General Assembly as DMV’s Legislative Liaison. In each of these areas, Butner has worked closely with local, state, and federal agencies to achieve reasonable legislative and policy solutions to issues that impact citizens and businesses. Butner has worked with the International Window Film Association as a legislative consultant since 2003. He earned a bachelor’s degree from the University of Richmond and a Masters of Public Administration degree from Virginia Commonwealth University.
